Mission

The Assistant Tribal Probation Officer Initiative serves tribal members on probationary supervision or supervised release through holistic, cultural, evidence-based, collaborative services on the White Earth Reservation to support individuals in becoming healthy, productive and independent, while also minimizing recidivism and creating opportunities for change and growth.

Who is Eligible?
Adult Native Americans residing within the boundaries of the White Earth Reservation and evaluated as appropriate for the program, based on risks and needs.

Guiding Principles:

  1. Ensure culturally appropriate strategies, including a trauma or healing-informed approach that is responsive to the individual needs of the populations served.

Ensure strategies reflect a trauma-sensitive, healing-informed approach, while serving the individuals and community.

  1. Encourage systems change and improve coordination, communication, and collaboration of systems integration, which is critical to the success and sustainability of the re-entry population, in order to provide better services to the client and/or reduce recidivism.

Strive to improve strategies for providing appropriate services to participants.

  1. Serve populations at the highest risk for recidivism through quality assessment tools, the use of evidence-based approaches, and individual case plans.

Identify participants through proven, reliable assessment tools.

  1. Services and treatment should include a continuum of care from disposition/release to conclusion of correctional supervision or case management services.

Provide continuity of care throughout involvement.

  1. Nothing About Us Without Us: The reentry population, community, and victims are included and considered in service delivery, planning, and quality assurance.

Provide wrap around services.

  1. Services and treatment should be provided to individuals as seamlessly as possible from incarceration to community through effective criminal justice management.

Build on participants’ drivers by proactively identifying and coordinating timely programming to optimize success.

Program Goals:
• Reduce recidivism and re-incarceration among Native American clients.
• Provide high-quality, comprehensive, wrap-around services throughout participation that lead to pro-social outcomes.
• Develop a network of coordinated services.
• Maintain accountability, transparency, fiscal responsibility, and performance evaluation.
